RESUMO
A gestão do trabalho e da educação em saúde são componentes essenciais para proporcionar à população um sistema de saúde de qualidade. Na esfera federal e estadual este conhecimento é valorizado. Os objetivos são identificar, analisar e compreender as características dos campos da gestão do trabalho e da gestão da educação nas Secretarias Municipais de Saúde da 5ª Regional de Saúde do Estado do Paraná no contexto das demais secretarias municipais de saúde do Estado. Utilizou-se a abordagem mista, explanatória sequencial. Foi aplicado um questionário aos gestores de saúde dos 399 municípios paranaenses, e, após, foram realizadas entrevistas com os gestores dos 20 municípios da Regional escolhida. Obtiveram-se respostas de 53,6% dos questionários e de 70% das entrevistas. O estudo permitiu identificar as fragilidades existentes e apontar caminhos para superá-las, além de contribuir para outras investigações na mesma linha, dada a escassez de publicações. (AU)
Work and health education management is an essential part that provides the population with a quality health system. In the federal and state sphere this knowledge is appreciated. The objectives are to identify, analyze, and understand the characteristics of the fields of work management and education management in the Municipal Health Secretaries of the 5th Health Regional Department of the state of Paraná in the context of the other municipal health secretaries in the state. A mixed, sequential explanatory approach was used. A questionnarie was applied to health managers from 399 cities of the state of Paraná; then, interviews with the managers from 20 municipalities from the regional department chosen were carried out. A total of responses of 53.6% of questionnaires and 70% of the interviews was obtained. The study allowed to identify the weaknesses, and to find ways to overcome them, as well as to contribute to other investigations in the same research line, given the scarcity of publications. (AU)
